Welcome to Ohio Heartland Community Action Commission(OHCAC), an agency committed to helping you access the Head Start program.


Head Start is a free, developmentally appropriate preschool and early education and socialization program for low-income children ages birth to five years old and their families.


Children on IEPs, IFSPs and in kinship/foster care are not subject to income guidelines.

OHCAC serves the community by offering the Head Start Program, which has two areas, the Early Head Start program(EHS) and Head Start Program.

The Head Start program, which typically serves 3-5 year old children, provides vulnerable young children with the skills they need to thrive in school and life. Head Start programs also encourage healthy connections between parents and other key family members, with an emphasis on family well-being.


OHCAC uses Head Start programs to provide services to children and their families in early learning, health, and family well-being. Services are offered in licensed child care facilities with a 5 star Step UP to quality rating.


OHCAC offers full-day and half-day programs, where there are only 20 kids to each classroom.

Early Head Start

EHS programs are intended to foster positive parent-child relationships (and child and caregiver). From pregnancy until a child's third birthday, services cover the whole spectrum of a family's requirements.


EHS programs offer low-income babies, toddlers, and their families intensive child development and family support services, as well as pregnant women and their families. EHS is a full-day year-round program where there are only 8 kids per classroom with 2 teachers.


In Bucyrus, Marion, Mt. Gilead, and Mansfield, the EHS center-based option is accessible.

Program and Child Nutrition:

Children will receive a nutritious, balanced, USDA approved breakfast, lunch & snack that meets at least 1/3 of their daily nutritional need. Early Head Start infants are provided formula or the parents may provide breast milk.


In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, sex, disability, age, or reprisal or retaliation for prior civil rights activity in any program or activity conducted or funded by USDA.


Persons with disabilities who require alternative means of communication for program information (e.g. Braille, large print, audiotape, American Sign Language, etc.), should contact the Agency (State or local) where they applied for benefits. Individuals who are deaf, hard of hearing or have speech disabilities may contact USDA through the Federal Relay Service at (800) 877-8339. Additionally, program information may be made available in languages other than English.


To file a program complaint of discrimination, complete the USDA Program Discrimination Complaint Form, (AD-3027) found online at: http://www.ascr.usda.gov/complaint_filing_cust.html, and at any USDA office, or write a letter addressed to USDA and provide in the letter all of the information requested in the form.
